Message I would get a nut.. and weld the center of nut (fill center cavity while still welding to broken bolt).

With the welder on a decently high amperage setting. Once the center of nut is welded closed and welded to the broke part of the bolt. Just use a wrench and loosen the "nut".. it will be able to come right now.

Or you can try heat etc/ drill tap etc.

But if you are handy with a welder.. its so much quicker and easier
